It is FriCAS 2008-02-09 timestamp march 27, 2008 at 18:27:30. Installed via Windows intaller and running from Start menu. Using your command I get the exact same result:
(1) -> )list (chdir "c:\Itovsn3")
>> System error:
nonexistent direcory: #P"/"
this is same as other bug report by other user I quoted, so I don't think it's anything I'm doing.

Could you give more details: what is the exact command you tried and what
error message you received. Also, in which directory FriCAS is running?
Note that if the directory contains space or backslash then you must
surround the name by double quotes. If you want to give absolute name
then probably you should also include the drive letter.
Have you tried relative paths?
