Small enchancements and fixes from Alexander Darmokhval patch in version 1.1.8 and 2.1.6. External program/script execution (on start and stop events) added in version 3.0.0-b1.

Fixed error, where NAS (such as pppd) treat SESSION_OCTETS_LIMIT as signed int. Fixed filter error in 3.0.0.
