Creating a module would allow for greater flexibility, and less complexity, by way of not having to play in someone else's arena (ie the kernel IPC code). IPC syscall_table entries can be over-written at runtime.
Additionally, adding a module to the main kernel distribution is a much easier task than adding patches.

Linux kernel maintainers (ie Linus)' default position on adding system calls, is "Don't" : Syscalls should "Provide mechanism not policy". Plus, ioclts are more flexible, and don't require editing /asm/unistd.h and arch/kernel/entry.S for every supported archteccture.
