Associating with Window$ explorer won't do a thing for you.
I recommend taking a look at a site for beginners which will get you started.
http://www.geocities.com/Heartland/Meadows/9818/win32tut/index.html is a fairly nice tutorial which guides you through getting started and some files you will find useful. (The author has another tutorial at a different location but he doesn't use Dev-C++ in it)
You will have to download a copy of the Window$ SDK to the best of my knowledge.
