    Você está usando o Tomcat ou JBoss? Hoje tive um probleminha semelhante pq meu defaultRoles.properties no JBoss estava mau configurado!

    Eu tinha colocado o padrao: role=user1,user2

    Mas o correto é user1=role user2=role
