CWF is based on PHP 5.1 and (hopefully) some common sense. It handles things like request delegation, permissions, user management, templating, and ORM. The framework is meant to achieve efficiency through simplicity, and use of core language features.
The latest release (4.0) contains only barebone structure of the framework. However, it should be pretty stable if used right. Also, the project now has an official website with some scarce docks and a forum.
Changed target language version to PHP5.1. Changed DB environment from mysql to PDO. Changed all file extensions from inc to php. Changed license from GPL to BSD.
