set up bind as chroot unprivileged user

ctk-adm-dns-chroot create the minimum file structure needed to run bind as chroot unprivileged user. It has been successfuly tested on a RedHat 6.2 and shouldn't need to much changes to work on other distribs. This is the first public release.
