Are you making it as root and running it as someone else? Try running it as root, and/or truss/strace it to see why it can't find the library. There may be a linker search path problem; depending on your platform, you may need to add -R/path/to/libjpeg to the build, or set LD_LIBRARY_PATH at runtime.
