Nobody contributed because it's a *Delphi* project. The primary benefit of Delphi is the CodeGears IDE, which is not exactly cheap ($800+) or free. I downloaded the source and pitched it because it's not at all designed to be FOSS friendly.
As far as MPL vs GPL, that's kind of moot to me. Firefox and SeaMonkey aren't exactly unheard of. Apache's APL is MPL-like, too, and that's also quite popular. The MPL is accepted by OSI. Don't worry about what GNU says unless you want to reuse the code.
The most recent version of Cobain 8 is not the last Open Source version, AFAIK. I no longer remember when the MPL was removed.
