CityBinder is used to create custom Bind Files for City of Heroes and City of Villains, and is designed to be extended easily. CityBinder saves a Profile for each Character, making Updating your Binds Very Easy.

CityBinder 0.76 was uploaded earlier this year. It includes the UltraBinder system, a decently complex system that could be used (if one wanted to) to recreate Speed on Demand binds.
