The makefile.cvas calls aclocal, which fails on cygwin
(djgpp). I don't think djgpp supports shared libs.

aclocal: configure.in: 44: macro `AM_DISABLE_STATIC'
not found in library
aclocal: configure.in: 45: macro `AM_ENABLE_SHARED'
not found in library
aclocal: configure.in: 46: macro `AM_PROG_LIBTOOL'

I had a bit of trouble with your cgilib-0.1.1.tar.bz2
