bandwidthd

I have the latest version running on a WinXP machine. It is doing very well however I have some addresses that I do not want included in the reports. I need to have them filtered out. I've tried
filter "ip and host 10.0.0.2"
but all that does is only capture traffic to that particular address. What commands do I put in the bandwidth.conf file so that certain IPs are not logged??
My second question is about the .conf file itself. When changes are made to the file are they automatically used on the next interval or do you have to completely shut down the service and start it back up again for the changes to take affect?
