Open-source ARJ archiver

Hello.
I can't undestand what the key i must to use to extarct files into the folder with Cyrillic name.
I write C:\ARJ\ARJ.exe x D:\Папка\0521.arj D:\Папка\temp\0521\ -hy -y
and the programm extract to D:\╧ряър\temp\0521\
Where am I wrong?
