The concerns that have been pointed out so far about nudity:
-Difficulty in maintaining suspension of disbelief (http://en.wikipedia.org/wiki/Suspension_of_disbelief) at certain times - e.g. in the same way as seeing a person in a business suit fighting a dragon.
-It may arise or encourage a sexual mood unsuitable for listening young audiences.
It should be noted that these concerns still apply even considering the fact that currently the graphical representations of the naked bodies are far from being anatomically correct/accurate.
However, they aren't necessarily associated with nudity: i.e. the former may happen when someone inserts an anachronic comment or element in the game, and there are unrelated unfortunate reports of the latter (https://sourceforge.net/forum/forum.php?thread_id=1711685&forum_id=3190).
About admin's behaviour: imho they should act, like referees, reactively and not preemptively and, most of the time, stay invisible to the players.
That said, in general, there appear to be two conflicting freedoms:
The freedom of wandering around in one's birthday suit and the freedom of not having to see people that follow this fashion trend.
These freedoms can be reconciled through a technical client-side solution:
The naked outfit could have two graphical representations:
-If the player is using the naked outfit then she will see herself and other naked players with the original naked graphic.
-If the player is not using the naked outfit then she will see other naked players with an alternate less conspicuous graphic.
In other words: only naked players will be able to see themselves and other ones as genuinely naked.
The limitations of this solution are that a clad player can no longer see genuinely naked players and in any case a player will never be able to see herself wearing the alternate less conspicuous graphic.
Another option would be toggling the graphical representations for the naked outfit with a command in the style of /sound: /nudity off, /nudity off.
