ADempiere ERP Business Suite

Hi,
I uses AD 253.a and try to test MRP and this is my setup.

Customer = A
Vendor = V
Product
1. A , Sold, BOM
2. B, Purchase, Child part from A
3. C, Purchase, Child part from A
Verify BOM = OK, product type = Component
MFG Resource
P Plant
Workflow
P WF with activity A/ P
Product Data Planning
Setup = OK

Try to make MO
Product = A
MFG Resource = P Plant
Workflow = P WF

Problem = Can not save, with error massage
Error:
Action Invalid value - N - Reference_ID=302 - Z - C - F - V - W - X - T - R - P - D - M - B

Try to make MO
Product = A
MFG Resource = Fertilizer Plant
Workflow = Lanw Fertilizer
No problem, can be save.

What the problem with my setup ?
Help me please.
