File Release Notes and Changelog

Release Name: phpmole 1.2.1

Notes:
This is a minor update release, finalizing a few key features - Win32 compatibility,
Extensive Midgard support for parameters, locking and article approval, along with
removal of short tags, removal of dependance on global variables from php and GPL headers
added to all major files.

Thanks again to  Marius Andreiana for contributing some of the module hide/show code,
and Karsten Dambekalns for assisting with the shorttags and getenv code.
