Release Name: WebIssues Client 0.9.2

Notes:
This is a stable release of the WebIssues Client.
The main features added since version 0.9.1 are
folder watches and dashboard view, marking new
and modified issues, proxy support and modern UI style
for Windows. A lot of visual and functional improvements
have been made and many bugs have been fixed.
The build system was changed to qmake and support
for Visual C++ was added. In addition Spanish, Russian
and Polish translations were created.
