Bugfix release. Fixes some minor bugs and a big one that could cause infinite thinking time, if both main time and overtime is used in the time settings.

* Fix bug in GoBoardUtil::ReduceToAnchors (the version which
  passes SgSList)
* Fix bug in SgTimeControl that caused it to allocate
  infinite time for move if GetPositionInfo() returned zero
  for remaining moves
* Fix GoKomi::ToString() for komi -0.5
* Add missing files regression/*.suite to distribution
* Mark SgStreamFmtRestorer as deprecated
* Small fixes in documentation
