Release Name: 0.4.7

Notes:
This release fixes some old bugs (like huge money boost
for Soviet player in mid-game), some portability bugs (PPC
machines) and has minor code and documentation improvements.

Game data files did not change, so you can still use
raceintospace-data-0.4.5.  Windows binaries comes with the
installer and datafiles included.
