Release Name: 0.4.0

Notes: This is the first QT4 release. It has all the same features as valknut 0.3.14, and is not parallel installable, you must specify a different prefix if you want to install both the QT3 and QT4 versions. The Qt3Support library of QT4 is still used, hopefully this will be removed in future versions.
