Release Name: 0.9.0

Notes: This release is quite close to the current Dirac bitstream specification. The encoding parameter defaults are also been improved so any transcodings you do for instance with this version of the encoder should look much better when played back. A lot of work has also been done to allow you to specify a bitrate when encoding Dirac with this release. Be aware that the Dirac specification is still changing so files created with this release are not likely to work with the final version of Dirac.
