Release Name: 0.4.0

Notes: This is a development release of the Schrodinger library. It is an implementation of both an encoder and decoder of the Dirac video codec. Included in this release is a full set of header files so software can be built using the included encoder and decoder. There is also a full set of GStreamer plugins included. This release is not 100% compliant with the latest bitstream definiation for Dirac and especially encoder is still work in progress.
