Changes in CVS-nserver 1.11.1.3:

* Fixed bug when :pserver: rejected access when repository path in
  CVSROOT contained trailing slash ('twas extremely stupid).

* Fixed bug with leaving the cvspasswd.lock and cvspasswd.tmp when
  enabling/disabling non-existant users.

* Removed unnecessary debugging output (a-la "Locked!").
