Release Name: RBot_0.8.2_windows

Notes: The previous forced to download mysql from an address not existing anymore. Therefore a new file is uploaded. This release simplifies installing ACT-RBot for windows. Linux, mac and other OS users are referred to the x86 package. As the change log shows, things have been upgraded and the things todo are minor challenges compared to the changes already made.
