Release Name: Bulgarian Language for yappa-ng 2.3.2

Notes:
Notes: Bulgarian language file. Only the User part is translated - the Admin part is still not translation for yappa-ng 2.3.2 Credits go to Russi Russev--> Thank you!

Installation: drop the file lan_bul.inc.php in the /languages folder and just overwrite the existing languages_translate.inc.php with the new one (also in the /languages folder). 

Warning: Be careful with the file permissions on PHP "safe_mode" enabled systems!
