Notes:
irda-utils-0.9.17 release: Compared to 0.9.17-pre3, no major changes. smcinit has been integrated, and we got rid of the autoconf stuffs.

Changes:
* Support for TOIM3232 dongle.
* smcinit integrated into irda-utils.
* New build "system", no more autoconf stuff.
* Interated 2 patches from agi@debian.org:
  - irattach can be kept in the foreground.
  - Fixed "-v" option in man-irdadump-incl.sgml.
* Various compilation warnings fixes.
