Notes:
This is good.  Got some feedback to make some improvements and added a whole bunch of new features.  Did some testing and it looks good.  Please give this version a try and tell me what you think.

I am still struggling to get some testers to verify the ivtv configuration script so I deferred that feature until 0.03.  Hopefully soon some testers will join up so I can add support for more bttv cards, ivtv tuners, pcHDTV, etc.  bttv is mostly done and ivtv is almost done except for test&tweaks.  I need some testing if this is going to get better!
