Notes:
py-dchub 0.2.4 modifies the default hub to allow clients that use previously
unallowed values for their speed in MyINFO (such as StrongDC++).  It also adds
support for pysqlite2 in AdvancedDCHub (in addition to the support of pysqlite
and apsw).  There are no other changes.

Changes:
- Allow any reasonable value for MyINFO speed
- Support pysqlite2 in AdvancedDCHub.py and CreateAdvancedDCHubDB.py
- Refactor AdvancedDCHub to only execute one SQL statement per query
