File Release Notes and Changelog

Release Name: 1.9.14

Notes:
   Only *one* of the following files is needed:

     * setup-ltilib-1.9.14-no-gtk-src.exe installs the LTI-Lib and
       all required libraries including GTK+ (but without GTK+
       sources). It assumes you have a PERL interpreter already
       installed in your machine.
     * setup-ltilib-1.9.14.exe containes everything in the previous
       file plus the sources of GTK+, which you maybe want to have.
       It will be assumed you have a PERL interpreter already
       installed in your machine.
     * setup-ltilib-1.9.14-activeperl.exe contains everything in the
       previous file and additionally the ActivePerl as a suggestion
       for a Perl interpreter.
