Release Name: terrastats_plugin_bin_win32_v0.4.11

Notes:
I've decided to move all commands to the "ts.command" format. Basically, ".command" was confusing newbies and without the ".", some commands, like stats, were being intercepted by other plugins. This gives it a easily memorable and typed command delimeter.

As noted in the changelog, the main menu is now "ts.menu".
