File Release Notes and Changelog

Release Name: 1.1.3p7 (final)

Notes:
This is a cummulative bug-fix release. 
It incorporates all the current patches for 1.1.3 with the notable exception of  bug #1018387 (so you still need libavcodec 0.4.8 for 1.1.3p7).

A lot of other stuff has been fixed ... broken a/v synch, broken detection of audio support for shared library libavcodec, some segfaults when moving the mouse pointer out of the lower end of the capture area, etc. etc.
