Changes:
* Changed configure (but not configure.in) to enable
   compression features by default.
* Corrected mix-up regarding the 'D' attribute in chattr.  'D' is
   a standard attribute for synchronous directory updates;
   perhaps e2compr 0.3 support tools once used this letter,
   but 'Z' is now used instead.
* Corrected inaccuracies in misc/chattr.1.in.
* Added missing options to misc/lsattr.1.in.
* Fixed ratio column alignment in misc/lsattr.c, and modified
   to show zero-length compression ratio as 100% (makes
   more sense to me).
* Removed references to PFOPT_COMPRESSION from
   misc/lsattr.c.
* Updated misc/lsattr.c to use com_err(), fgetflags() and
   fgetversion(), LSTAT and STRUCT_STAT.
* Cleaned up Antoine's horrible code:
   - conventional indendation and commenting
   - try to avoid excessively long conditionals
   - try to avoid block-specific variable declarations
   - remove goto wherever possible
