Release Name: StandAloneAptGot v0.8pre2

Notes:
This is the second pre-release candidate for version 0.8. It is considered to be alpha. That means it works and compiles, BUT does not include key 
features like automatically fetching the new Release files in order to 
determine how the local mirror should be updated.
Now a gzip Wrapper is used if gzipped package lists are available.
That reduces the used bandwidth and the startup time. 
In addition some major bugs in pre1 are fixed. For example under some 
circumstances new Release files where not fetched from the remote server.

Added new wrapper for package lists. If gzip packed versions of the
  package lists are present download those and deflate.

Fixed the Release bug, which prevented the server from seeing changes
  even if the whole server was restarted.
