Notes:
Theres not much new in this release, but I've been sitting on the changes for a few weeks and decided to release it. Incorporates DVS exemptions based on class.

*       Added new usermode V (DVS Exemption).
*       When a client's class has a ConnFreq of 100, the client will be
        exempted from DVS status (umode V will be sent to remote servers)
*       Show DVS Exemption in /whois (numeric 326)
*       Added who flag V to show DVS Exemption
