Release Name: 0.3.3

Notes: This release provides a number of performance enhancements and also fixes some issues that prevented version 0.3.0 from compiling with gcc 3.x. Some minor changes to the API have been made, but nothing that will require a great deal of reworking. The first iteration of a new OpenGL SNN debugger/visualizer is also included.
