Notes: Mingw32 cross-compilation target now works. Yes, we have a win32 port at last. More configgy stuff in the Makefile for help, default languages.
Changes: Rewrote config.h, tightened OS-specific configs, new getopt source to fix the mingw32 stuff, many fixes to Makefile.
