File Release Notes and Changelog

Release Name: os-sim-0.3.1-alpha

Notes:
I've read somewhere "Release often, release early". That sounds good to me so here is 0.3.1-alpha.
There have been a lot of security fixes and now p0f handles OS changes so we can detect those anomalies.
If anyone manages to get this up and running please let me know; there have been some downloads and I don't know if anyone has managed to get this to work.
