A global config file (/etc/xvidcaprc) could be great.

If it is contained in the program's sources, it would be easily
possible to set reasonable default values here (even a non
programmer could do so :) instead of tweaking the program's
sourcecode itself.

    (update)
the main benefit here would probably be having a means for
setting system defaults ... which sounds reasonable enough.
It should be easy to make xvidcap look in places like
    /etc/default/xvidcap or /etc/xvidcaprc before reading a
user's .xvidcaprc ... or probably better: if it doesn't find
    a user's .xvidcaprc.
