I liked the idea but not the patch. The patch added a preference
(usually a bad idea) but did not, as you seem to suggest, check whether
there is enough space. If the preference was on, it just always created
the toolbar inside the pad (a bad idea if we have scrollbars on, since
we end up covering text).
Anyway. I wrote up a version that checks to see if we have room. If we
don't, we make the pad bigger. This behavior is now always on.
Also, I added the smaller-toolbar icon patch.
