Pasting text directly doesn't work yet, unfortunately. But... if you select the text tool, click somewhere in the xournal page (so that a new text field appears), and then either do control+V while the cursor is in that text field, or right-click to paste from the context menu, that should work. (On the other hand, the Paste button in the main toolbar doesn't work).
I'm aware that this should all be fixed. It's not even that hard, just takes a bit of work and I haven't gotten around to doing it yet.

This will be available with Xournal++, also be outside a textfield, a new field will be created if you paste text.
