I tried my best to get the PHP Server responding, but somewhere between the missing INI file and the not properly setup server-side I got lost.
I got the XLLoop.xll running and the INI file recognized:
The XAMPP server (so it's a decent Apache server with PHP 5.3.1) at 192.168.111.102 has the example php files stored at C:\xampp\htdocs\XLLoop\
I can see no sparkle, there's no error message, and the result is always zero, so I assume it's not working.
How do I proceed from here? Is there some way to debug this without a C++ build stack?

There is a bug in the XLLoop.php file at line 112. You need to change it from:
$arr($i) = XLLoop_encode($value->array($i));
$arr = XLLoop_encode($value->array($i));
ie. change to square brackets.
I'm not sure how that one used to work - perhaps it does on a older version of PHP.
Anyway… I will create a new release shortly with the fix.
Actually probably this is better:
$arr = XLLoop_encode($value->array);
