When there is an API specification that has a function
definition file that is _not_ referenced from the
api.xml file, then this can cause some problems.

Work-arounds:
1) Remove the .fnc file
2) Add a reference in the api.xml file

Steps to reproduce:
1) Check-out XINS 1.3.0
2) Go to src/tests (note that the JavaKeywords.fnc is
not referenced from the allinone api.xml file)
3) Execute 'xins stub-allinone' (using XINS 1.3.0)

Note that a new JavaKeywordsImpl.java file is created.
This should not happen, since the function
"JavaKeywords" is not mentioned in the api.xml file.
