#173 Incorrect encoding in hebrew

I'm using UTF-8 encoding and able to display Hebrew chars both on console and in GTK apps.
Unfortunately in XFE no matter which font I choose I cannot display Hebrew chars.

*XFE ver is 1.33
*This might be what was briefly stated in #2921937

Screenshot attached. Let me know if anything is missing.

    Hi,
    you must use a font that supports non latin characters. Please read the paragraph "Non Latin based languages" of the manual, here : http://roland65.free.fr/xfe/index.php?page=docs
