https://bugs.launchpad.net/ubuntu/+source/xchat/+bug/84397 reports:

Join autocompletion (i.e. start to type /join <some channel> and hit tab) shows only the channels as possibile completions that I have already joined. This makes no sense, instead of this, it should list all available channels on the server or possibly ask if I really want to see all if the list would be too large to display.

Getting the list of matching channels isn't consistent across all networks. /list #c* may list all channels that start with #c (that are not +s), however on some networks, wild card matching is disabled because of server load. Freenode is one example of a network that will not accept wild cards, the user must use /msg alist, which is very non standard. Any implementation of this would not work the same on all networks and so could lead to confusion, as there isn't a reply in the 005 which states if wildcard matches are accepted, and if they aren't, what to use instead.

Still, this would be a feature request rather than a bug. Moving, but most likely, no good implementation is possible.
