What about plugins and script that are language independent? What tag should be added there?

this means you guys will have to add a <language> tag in your
addon.xml under xbmc.metadata.
this is a space separated list of language codes like <language>en de
fr</language>. this is the language(s) of the *content* provided by
your add-on. it applies to plugins, scripts, scrapers etc. yes, we can
pull such changes into eden, as it will not break anything (tag will
just be ignored).

for those who have to deal with me; i will mandate this tag in all new
plugin pull requests. no need submitting a pr just for this, at least
not yet.
