Ebuild is a kind of bash script responsible to install certtain package from the source (Gentoo is source-based distro) and the usual practice is to open account on bugs.gentoo.org and submit ebuild there. This way the package is entering into test or unstable tree, and with the time it can enter stable Portage tree and become included in official distribution.
