That keeps it simple and gives your designers only one thing to think about: <ul> [for item in list] <li> [value item] [/for] </ul> If "value foo" is too verbose and we have to compromise, then I would prefer allowing a $ for value: <li> [$item] That's common enough in other scripting languages that at least some people will recognize it.
