I am trying to use webcalendar so that one person (Secretary) can manage the appointment calendars of multiple users. The problem is that each of the users has a different TIME INTERVAL ie. 15min 20min 30min and the user (Secretary) that manages them only see the other user calendars with their own (Secretary) preference setting for Time Interval, they do not see the appointment blocks of 15mins etc..
Is there a way to mod the code so that the secretary can manage the other user calendars using the Time Interval from the other users preferences, so they see on the DAY / WEEK view, the blocks of USER1 with 15min blocks and USER2 with 20min blocks.... ?

Hmmm.... interesting. It could be done with some minor code changes, but you're the first person I'm aware of to ask of this feature. Add it to the feature requests (link above).
