#2639 Upgrade did not set timezone

When upgrading from 0.9.32 to 1.2.3, the setup of time zones did not work. The times for events in the updated database are still local times (identical to the times in the old database), and the "webcal_timezones" table is empty. No matter which timezone is entered in the settings page, the time difference to GMT is said to be -4 hours.
