I'm using a computer that is on a network and does not have a unique IP

That's not possible. A computer on a network /must/ have a unique IP at
any given time for /that/ particular network. Otherwise it is not on
There are interesting corollary rules to this, involving IP
masquerading, NAT, and private networks. And there are also IPs that
can change every time a connection is made (via DHCP or BOOTP) this is
what happens on dialup modem lines, usually, and often on DSL and Cable
unless you've leased a static IP.
But you must have an IP or it is not on the network. Some machines have
two or more, an external IP and an internal private IP.
You can access Webmin from the computer in question by typing in
localhost:10000 in the URL field, usually, assuming your computer is
configured correctly. And it's quite likely that if you are on a
private network (in addition to an occasional dialup) you will have a
private IP in the 192.168.1.0 network block or in the 10. or 172.16
If this is your own home network, and you are the administrator, you
should forget about Webmin for at least a week or two, until you've got
a grasp on the really basic networking concepts involved in TCP/IP.
There are several good HOWTOs and Guides at the LDP, that are available
for free and will provide a very good overview for you and introduce you
to all the topics you need to know to get things going.
And Lynx/w3/Links is the way to do things without any web browser or
anything--but it still uses network sockets to connect. But it can
connect to localhost. You can also run a webserver just fine on
localhost--no matter whether you are on a network or not. No one else
will be able to /see/ it, but you can visit it from the same machine.
